What carries across countries without pretending every system is the same?

The recurring reasoning problems: scarce attention, provenance loss, translation error, circular reporting, political pressure, uncertainty, caveat stripping, false accusation, institutional rivalry, and the need for correction and appeal.

Probability is not confidence. Likelihood and evidence quality remain separate so an urgent low-confidence warning cannot masquerade as a proven fact—and a well-supported assessment cannot pretend to predict every decision.
